Cecelia is the second child of Timothy {Stanley Tucci}, an administrator in the University Library system, and Michelle (nee Nesbit) {Patricia Clarkson}, who helps run the local co-op. Both parents are fairly talented and reasonably powerful ritual mages well respected in the local magical community whose families have been in the general area for generations. Dad maintains the University's occult library and ritual space while Mom is the best local source for spell components, including the Nesbit family's honey and beeswax. Her older sister Lucille (Lucy) {Crystal Reed} is currently on the RenFaire circuit, is apprenticing under their maternal aunt Rebecca in magecraft and business; in addition to their front as performers and purveyors of the Nesbit bee farm crafts, they also couriers for goods that can't be safely fedexed and a vital part of the communication grid.
Celia, on the other hand, doesn't really give a damn about magic. Sure, she knows the theory, the folklore, the gossip, the movers and shakers, the do's and don't's. But that's simply by virtue of being around her family and her family's friends; some days it seems like it's all they want to talk about. It takes enough brainpower to just keep her GPA decently high, she's not about to go wasting more on summoning demons or enchanting mirrors or infusing love potions into candied rose petals. She was always more of a physical and social person, anyway. She started taking dance lessons when she was five (primarily ballet, and at reduced cost in exchange for her teacher's brother not having to rent ritual space) and didn't stop until she signed up for cheerleading as an act of teenage rebellion her freshman year. She still dances daily and helps with the beginner ballet and ballroom classes when she can (that it counts for the school-required community service hours? Bonus!) of course, but being a respected member of the cheer squad gives her protection and status in the High School Jungle that she is loathe to give up.
Because her parents subscribed to the "if we treat them like adults then they'll act like adults" school of parenting and the "question everything" sect of hippiedom, Celia is fairly independent and goal-oriented for her age. She projects an air of confidence and armors herself with smiles because there is power in popularity. She doesn't mind spending some of this social currency to help the underdog, especially since it raises her standing with the disenfranchised among the student body. To keep people from digging for secrets, she pretends that her life is an open book. For her, everything comes down to "what has to happen for me to get what I want/need?" Unfortunately, like most teenagers, she hasn't got the faintest clue what she wants, which is causing more then a little tension between her and her parents.
Since the first bit of strangeness with Matt and running into various supernatural situations with her little posse, Celia's self-reliant and protective tendencies has caused her to lean towards monster hunting. This interest in That Which Goes Bump has made her parents ridiculously happy.
